Pacific Motorway Upgrade – Mudgeeraba to Varsity Lakes

This project involved the review and update of a previously prepared cost estimate for the upgrade of the Pacific Motorway between Mudgeeraba and Varsity Lakes. The original estimate was undertaken in April 2012 and indicated a Total Out-turn Project Cost at 90 percentile likelihood of $349.0M. Refinement and completion of the reference design was finalised in 2013, however the project cost estimate was not updated. Review and update of the estimate determined a revised Total Out-turn Project Cost at 90 percentile likelihood of $220.0M. 

Geleon provided the following services:

  •  Reviewed the previously prepared original cost estimate;
  •  Revised project scope items based on finalised reference design;
  •  Undertook a quantity review based on the supplied quantities;
  •  Undertook a rate review based on previously tendered works completed on the  Pacific Motorway;
  •  Developed a revised Construction Contractor's Cost estimate;
  •  Developed an updated Principal's Cost assessment;
  •  Developed a design solution for the public utility plant (PUP) relocation access design  between Link Way and Somerset Drive including a crossing of the Mudgeeraba flood  plain;
  •  Refined PUP Relocation cost assessments based on discussions with affected services  authorities and the proposed PUP relocation access solution;
  •  Performed a probabilistic Monte Carlo simulation using @Risk software to determine  the P50 and P90 risk values;  
  •  Developed an escalation model for the various costing scenarios; 
  •  Produced a revise project cost estimate; and 
  •  Prepared a report detailing the estimating process, methodology and presented the  estimated costs.
